Enterprise Alert has a report called the On Call Duty Report, this report can be found under the Analytics > On Call Duty Report menu options.
On this page there is a time frame set for when and how often this report should be send as well as a list of subscribers. You can add new subscribers by selecting the Add subscribers box and inputting the desired name. If the name does not appear in the drop down the box has Smart filtering so if you start typing the name the box will filter down to the name and allow you to select the desired name.
Once users are subscriber they will start receiving emails with the report details in them. Below is an example of what the email send to the user looks like:
