Backed up message queues can cause a number of issues including notifications not being sent to users.
Message queues can be cleared out to prevent these issues from happening if they get backed up using the following steps.
- Open Computer Management -> Services and Applications -> Message Queues -> Private Message Queues and purge the content of the message queues.

- Stop all Enterprise Alert windows Services
- Purge the content of the required message queues.
- After that restart the Enterprise Alert® Windows Services.
